Chair

ROBERT KEVIN SERVICE*

Kevin Service, who is also precinct committeeperson for Blue River 5, served as treasurer of the Johnson County Democrats for 10 years before being elected as chair in 2017.

He earned a bachelor’s degree in human relations management from Oakland City University in addition to an associate’s degree in law enforcement from Vincennes University. He also completed the Indiana Law Enforcement Academy and the United States Army Military Police Academy. He graduated from the Leadership Johnson County’s Signature Program in 2018.

A native of Franklin, Kevin spent 33 years working in various law enforcement and criminal justice positions in Johnson County after serving as a military policeman in the U.S. Army. He served 10 years as a volunteer firefighter and as an emergency medical technician with the Edinburgh Fire Department in the 1980s and 90s. During that time he served on the committee that establish the 9-1-1 and E-9-1-1 system in Johnson County.

He also worked four years at Lucent Technologies, Telecommunications Division.

As a member of Indiana Army National Guard, he was activated to Iraq in 2009, where he served two combat tours of duty in Baghdad as a military police law-and-order detective. One of the highlights of his tour of duty was being in charge of military security for then-Vice President Joe Biden and meeting him twice.

Before he went to Iraq, Kevin spent four years as the deputy enlisted commandant, regional training institute of Camp Atterbury. After 37 years, Kevin retired from the Indiana Army National Guard in 2014 with the rank of first sergeant.

To recognize his years of military service, Kevin received a Sagamore of the Wabash Award from then-Gov. Mike Pence in 2015. He also received numerous military awards.

Active in his community, Kevin is a member of Masonic Lodge #100, Scottish Rite Valley of Indianapolis, Murat Shrine of Indianapolis, Fraternal Order of Police, Edinburgh Lions Club,

Columbus Moose Lodge, the Fraternal Order of Police, the National Guard Association of Indiana, the Enlisted Association of the National Guard and the American Legion.

The father of five adult sons, Kevin shares his house with one or more of them at any given time. He also has one grandson and three granddaughters.

Vice Chair

Kathy Stolz*

Kathy, who is also a candidate for the Johnson County Clerk of the Superior & Circuits Courts, has been involved in Democratic politics in Johnson County for 30 years. A former Johnson County Democrats’ chair and secretary, she has served as the Franklin 5 precinct committeeperson since 1988. She also served as the campaign manager for Bill Bailey’s 2014 run for the U.S. House of Representatives in Indiana’s 9^th District.

A native of Portland, Ind., she earned a bachelor’s degree in English and journalism education from Indiana University-Bloomington and a master’s degree in journalism from Ball State University. In addition, she earned a graduate certificate in non-profit management from Indiana University-Indianapolis. She is a graduate of Leadership Johnson County’s Signature Program with the Class of 1999.

After teaching at the high school level, Kathy came to Franklin to work as the director of alumni and parent relations at Franklin College before working at Methodist Hospital in Indianapolis in community relations and health education roles for almost 20 years. She also has worked in program management and fundraising for religious, education and non-profit organizations. She is currently a freelance writer, editor and speaker.

She is also active in the community, serving as corporation secretary and an usher coordinator at Grace United Methodist Church in Franklin and as a 10-year Study Buddy in the Franklin Study Connections program.  She also volunteers as an ally with the Bridges Alliance of Johnson County and as a mentor in the First Scholars program at Franklin Community High School. Additionally, she is a member of the Franklin Fire Merit Commission, Franklin Lions Club, Franklin Heritage, People for a Progressive Franklin, IU Alumni Association (lifetime member), Indiana Landmarks and WFYI.

Kathy has an adult daughter, Liz.  She shares her historic house with a cat, Gracie, and an occasional surprise visitor she calls “Eeeek! the Bat.”

Secretary

Amanda Stevenson-Holmes*

Greenwood

Amanda, who is the precinct committeeperson for Pleasant 3, was elected as secretary in January 2018. She was part of the 2017-2018 Indiana Democrat Party’s Leadership Development Program and served as a 2018 state convention delegate.

A native of Franklin, Amanda earned a bachelor’s degree from Franklin College in 1999 and a master’s of business administration degree from Indiana Wesleyan University. In addition, she’s pursuing a doctorate of management in organizational leadership from the University of Phoenix. When you meet her, encourage her to finish her dissertation!  She is a member of Leadership Johnson County’s Signature Class of 2019.

Since graduating with a degree in journalism, she’s worked in the marketing communications field for almost 20 years. Amanda started at Community Health Network managing community events and went on to serve Hoosiers as the marketing/public relations manager for the National Multiple Sclerosis Society, Indiana State Chapter. She currently leads a marketing communications team that helps American families find financial security through insurance and retirement services.

Amanda and her husband Matt Holmes share their home in the South Lakes neighborhood with two rescued mutts, Cash and Bentley, named after country music stars, not materialism. They support several local animal rescues, as well as regional and global conservation efforts through the Indianapolis Zoo.

Treasurer

Gerald “Jerry” Rapp*

Greenwood

Elected as treasurer of the Johnson County Democrats in January 2018, Jerry Rapp is a vice precinct committeeperson and frequent poll worker at Vote Centers.

Jerry retired from the United State Postal Service in 2009 after 25 years of service. During 14 of those years, he also served as president of Branch # 2421, National Association of Letter Carriers, AFL-CIO.

Jerry graduated from Butler University and attended Indiana University. He is also a U.S. Army veteran.

Married for almost 50 years, Jerry and his wife Cindy have two daughters and four grandchildren.

Cindy Rapp

Cindy Rapp, who has been involved with the Johnson County Democrats for more than 30 years, has served as the Democrats’ representative to the Johnson County Election Board for almost 15 years. She also secures and coordinates the Democrats’ Election Day poll workers.

Further, she was a member of the committee in 2012 that established Vote Centers, which allows county residents to vote in any location, not just in their neighborhoods.

Cindy has served the Johnson County Democrats in a variety of leadership roles, including chair, vice chair, secretary and precinct committeeperson. Additionally, she twice ran for Greenwood City Council.

She is retired as an operations manager at Ameritech. Married for almost 50 years, she and her husband Jerry Rapp have two daughters and four grandchildren.
